Soil certificate

Before concluding an agreement regarding the transfer of land - as defined in the decree - the transferor has been required as of 1 October 1996 to ask the OVAM for a soil certificate. The purpose here is to protect the buyer of the land.

The OVAM is in charge of the administration of the register and is responsible for the delivery of soil certificates pursuant to the Soil Decree.

In practice this implies the follow-up of the soil remediation procedures in an efficient and effective system of case file management which is linked to a GIS system. Currently, both systems are operational. On the one hand, we have an administrative application developed in a DB2RDBMS environment and, on the other hand, a GIS-system is used for display of the administrative soil survey data.
